Welfare assessment in laying hens has traditionally focused on what inputs farms provide — space allowances, enrichment items, perch access — rather than on what welfare outcomes hens actually experience. Animal-based measures provide a more direct window into hen wellbeing: feather condition reveals the extent of injurious pecking, mortality rates indicate disease and management failures, and behavioral observations show whether hens are experiencing fear or pain. Shifting the emphasis of welfare certification and regulation toward outcome-based measures would better incentivize actual welfare improvement and reduce the gap between paper compliance and genuine animal wellbeing.
