Trap-neuter-return programs for feral cats are the subject of ongoing debate about their effectiveness and welfare implications for both feral cats and wildlife they may affect.
Feral cat welfare involves genuine tensions between individual animal welfare and ecosystem welfare. Individual feral cats face shorter lifespans, higher disease burdens, and more frequent traumatic injuries than indoor companion cats. TNR programs that keep cats in managed colonies with regular feeding and veterinary attention significantly improve individual welfare outcomes for enrolled cats compared to unmanaged colonies. However, TNR programs have variable population reduction efficacy, and in areas with high immigration of new cats, colonies may not decline over time. The welfare of wildlife prey species, which may include birds and small mammals with their own capacity for fear and pain, must also be considered. TNR with robust colony management, roaming restrictions, and complementary rodent-focused baiting represents a harm-reduction approach that acknowledges the complexity of this welfare challenge.
