Dehorning and disbudding cause some of the most clearly documented and preventable pain in livestock production. The procedures are widespread because horns cause injury to other animals and handling difficulties, but the pain they inflict is substantial and measurable through grimace scales, cortisol levels, and behavioural markers. The tools to prevent this pain exist and are inexpensive: local anaesthesia for the procedure itself costs only a few dollars and can be administered by trained farmers as well as veterinarians in many jurisdictions. Post-procedural analgesics further reduce suffering. The persistent failure to adopt these tools where they are not legally mandated reflects a cultural acceptance of livestock pain that welfare advocates are working to change through regulation, training, and economic incentives.
