Octopuses are among the most cognitively sophisticated invertebrates, with distributed nervous systems and remarkable problem-solving abilities. Their welfare raises important questions for fishing, aquaculture and laboratory research.
Octopuses present the most compelling case for invertebrate welfare consideration. Their nervous systems, while radically different from vertebrate architecture — with two-thirds of neurons distributed through their eight arms — support cognitive abilities that rival many vertebrates: maze learning, observational learning, individual recognition, play behavior with non-food objects, and consistent individual personalities documented across multiple studies. The Cambridge Declaration on Consciousness named octopuses as likely candidates for conscious experience. The welfare implications extend across multiple human interactions: recreational fishing, commercial bycatch, aquarium keeping, laboratory research, and the nascent aquaculture industry. For aquaculture specifically, the challenge is profound — octopuses are solitary, territorial, cannibalistic predators that experience genuine stress in confinement, and confining them at commercial density creates conditions fundamentally incompatible with their behavioral needs. The welfare-conscious approach recognizes that our uncertainty about octopus experience should translate into the precautionary principle: minimize harm under conditions of uncertainty.
