Cattle welfare auditing is evolving from input-based compliance checks to outcome-based assessment using animal-based measures. This shift produces more meaningful welfare data and enables targeted farm improvement.
The shift to animal-based welfare auditing in cattle represents a significant philosophical and practical advance. By asking "how is this animal doing?" rather than "does this facility meet the specification?" auditors can identify welfare failures that resource compliance would miss — and recognize good welfare in facilities that meet spirit rather than letter. The challenge is that ABMs require skilled, trained observers and more time per farm than checklist-based input audits. Implementing them at scale in commercial supply chains requires investment in auditor training, digital data collection tools, and supplier support. Despite these challenges, the trajectory of welfare auditing is clearly toward more meaningful, animal-centred assessment — a development that will ultimately benefit cattle welfare at population scale.
