Hundreds of millions of stray dogs live in urban environments worldwide, facing welfare challenges while creating public health concerns. Humane management approaches outperform culling both ethically and practically.
Stray dogs experience significant welfare challenges: exposure to trauma, disease, starvation, and road traffic mortality. Culling — the traditional management response — causes acute suffering through poisoning, electrocution, or shooting, and is ineffective at reducing populations as surviving dogs breed to fill the vacuum. TNR programs humanely sterilise and vaccinate dogs, returning them to managed community life where they are known and partially cared for by local residents. This approach improves individual welfare while achieving population stabilisation. The key welfare advance lies in recognising that humane management is not only more ethical but more effective than lethal control for achieving public health and population management goals.
