Refinement improvements can be implemented within existing regulatory frameworks and often improve scientific outcomes as well as animal welfare. Stressed or suffering animals produce variable, unreliable data — so reducing suffering through better housing, appropriate analgesia, and reduced handling stress improves both ethics and science. Despite this, refinement is often the least prioritised of the 3Rs: replacement and reduction have clear cost-saving logic, but refinement requires investment in better housing, training, and procedures. Institutional Animal Care and Use Committees (IACUCs) and named veterinarians play a key role in ensuring refinement is actively implemented, not just acknowledged in protocols. Regular welfare monitoring and willingness to update protocols in response to new evidence are hallmarks of genuinely welfare-conscious research institutions.
