Tail docking represents a welfare paradox: a painful procedure performed to prevent a worse outcome caused by a different welfare failure. Pigs are highly motivated to root and forage; in barren concrete environments with no outlet for this drive, they redirect to tail biting. Docking removes the target rather than addressing the underlying frustration. Both the procedure and its alternative — tail biting outbreaks — cause suffering. The solution that eliminates both is enriched housing with rooting substrate, adequate space, and reduced stocking density. Sweden's success in eliminating routine docking while maintaining comparable production efficiency shows this is achievable, but requires investment in housing infrastructure that most intensive systems have resisted.
