The cage-free transition represents genuine welfare progress for laying hens — access to perches, nesting boxes, dustbathing substrate, and increased space are meaningful improvements over battery confinement. But cage-free is a floor, not a ceiling. The quality of cage-free systems varies enormously: well-managed barn systems with low stocking density, good litter management, and appropriate enrichment deliver good welfare; overcrowded, poorly lit barns with inadequate resources can perform poorly on welfare metrics. The emergence of keel bone fractures as a significant welfare problem in cage-free systems illustrates that the transition requires ongoing welfare monitoring and system improvement, not just a box-ticking exercise. Certified higher-welfare schemes that assess outcomes, not just inputs, offer the clearest welfare assurance.
