Welfare impact assessments evaluate the effects of agricultural policies on animal welfare before implementation — a tool used in some jurisdictions to ensure policy changes do not inadvertently worsen conditions for animals.
Welfare impact assessment fills a critical gap in policy development. Agricultural policies are often designed with economic, environmental, or food security goals that inadvertently create perverse welfare incentives — for example, policies subsidizing intensive production without welfare conditions, or trade liberalization that disadvantages higher-welfare domestic producers. WIA brings welfare outcomes into the policy analysis framework before decisions are made, allowing negative welfare effects to be identified and mitigated. The methodology is still developing, and applying it rigorously requires both welfare science expertise and policy analysis skills. Where implemented well, WIA has identified significant welfare impacts of proposed policies that would otherwise have been overlooked in impact assessments focused on economic and environmental criteria.
