RAS salmon welfare has genuine advantages and genuine risks compared to sea cage farming. The controlled environment eliminates the chronic disease pressure of sea lice, allows year-round optimal temperature management, and produces fish that show measurably lower fin damage. However, RAS concentration of fish in enclosed systems means that mechanical failures — pump outages, filter collapses, oxygen system faults — can cause catastrophic mortality events within hours. Stocking density targets that maximise revenue per cubic metre of tank space may conflict with welfare-optimal densities. The welfare case for RAS requires not only that the technology be used, but that it be operated to achieve welfare benefits rather than simply to relocate intensive farming to land. Third-party welfare certification with density and emergency response standards is the key governance mechanism.
