Animal welfare laws are only as effective as their enforcement, and inspection gaps create systematic welfare failures across species and sectors.
Animal welfare law without enforcement is welfare theater. The gap between legal standards and actual conditions on farms and in slaughterhouses is enormous in most countries. Systematic inspection programs, CCTV requirements, whistleblower protections, and adequate inspector training and resources are all necessary for welfare law to translate into genuine animal welfare improvement.
