American black bears are increasingly coming into contact with humans as their populations recover and human development expands into bear habitat, creating welfare challenges for both bears and communities.
Black bear welfare at the human-wildlife interface is shaped almost entirely by food availability management. Bears that access human food sources become food-conditioned and eventually die from lethal management — a preventable welfare outcome. The "wildlife agency phrase" that "a fed bear is a dead bear" reflects a real welfare and conservation truth. Bears killed after years of human food use often leave dependent cubs that also face poor survival prospects. The highest-impact welfare intervention is not addressing individual bears but preventing food conditioning through community-wide secure food storage programs. Aversive conditioning (rubber bullets, hazing) can help in early stages, but long-term welfare requires community-level behavior change.
