When male kids have no commercial value to a producer — and the producer lacks the infrastructure or market to sell them for meat — they may be killed on farm by methods that are not subject to the same regulatory oversight as commercial slaughter. Practices that would be illegal in slaughterhouses may occur in farm settings under different regulatory regimes. The welfare solution requires both individual operator decisions and industry-wide reform: developing viable markets for goat kid meat creates economic incentive to treat male kids as commercially valuable animals deserving appropriate welfare protections. Mandatory extension of welfare requirements to all on-farm killing, regardless of commercial destination, closes the regulatory gap.
