The shift toward positive welfare assessment represents a conceptual revolution in animal welfare science. Preventing suffering is necessary but not sufficient — a welfare-neutral state of mere absence of pain, hunger, and fear falls short of what we now understand animals are capable of experiencing. Animals in positive welfare states show curiosity-driven exploration, play with conspecifics and objects, approach humans voluntarily, show behavioral diversity, and make optimistic decisions in judgment bias tests. These positive states are not luxuries — they reflect functioning motivational and emotional systems that have biological value. Creating farm, zoo, and companion animal environments that generate positive welfare states requires active design: enrichment that is novel and engaging, appropriate social companions, choice and control over the environment, and opportunity to express species-typical behaviors that bring intrinsic reward.
