Feral pigeons are among the most numerous urban birds worldwide. Lethal control is largely ineffective; evidence-based humane management through fertility control offers better long-term outcomes.
Urban pigeons occupy a uniquely contested welfare space — widely regarded as pests yet capable of suffering and deserving of moral consideration. Lethal control programmes cause suffering through ineffective trapping and killing while failing to achieve population goals, making them both welfare-negative and practically ineffective. Fertility control programmes using oral contraceptives achieve sustainable population management without killing. Individual pigeons experience significant welfare problems from urban hazards — particularly entanglement in synthetic debris and foot injuries. Humane urban wildlife management requires both population-level fertility control and public education about not feeding pigeons food that contributes to unnaturally high densities.
