Outdoor and community cats face significant environmental challenges including cold, wet, and heat. Provision of appropriate shelter is a fundamental welfare responsibility for cat owners and community carers.
Shelter provision is often overlooked as a welfare issue for cats, particularly community cats managed outdoors. A cat exposed to rain, cold, and wind without refuge experiences significant thermal stress and immune compromise. For owned cats, failure to provide indoor access during adverse weather is a welfare breach. Community cat carers taking responsibility for TNR colonies must include weather-appropriate shelter as part of their management commitment. Purpose-built insulated shelters, waterproof and raised from the ground, with small entry points to retain heat, are inexpensive and dramatically reduce weather-related suffering. Summer shade and fresh water access are equally important welfare provisions for outdoor cats.
