PRA causes progressive welfare harm as dogs lose their ability to navigate, play, and interact normally. The gradual onset allows behavioral adaptation, but anxiety and disorientation increase as vision deteriorates, particularly in unfamiliar environments. Continued breeding of PRA-affected dogs without genetic testing perpetuates preventable suffering across generations.
