Rabies causes a horrific progressive neurological death; distemper causes severe systemic illness. Individual wolves in outbreak areas suffer intensely before dying. Oral rabies vaccination bait dropped in wolf territories has proven dramatically effective at reducing outbreak frequency and severity. Domestic dog population management (vaccination, sterilization) in buffer zones around wolf habitat addresses the primary welfare threat at source.
