Laboratory animal welfare sits at a genuine ethical intersection: millions of animals experience confinement, procedures, and sometimes significant suffering in research that produces medical and scientific advances. The 3Rs framework provides a principled approach to navigating this tension — always seeking to replace animal use where alternatives exist, reduce numbers when replacement is not yet possible, and refine procedures to minimize suffering. Progress has been real: anesthesia and analgesia use has improved dramatically, enriched housing is now standard in many institutions, and some areas of research have successfully transitioned to non-animal methods. But the rate of progress toward replacement remains slower than advocates argue is achievable given current technology.
