Financial barriers to veterinary care mean millions of companion animals suffer from treatable conditions — expanding access to affordable care is a critical animal welfare priority.
Veterinary access is a welfare equity issue — companion animals living in lower-income households often suffer from conditions that would be treated in more affluent contexts. The animal bears the welfare cost of inadequate care, while owners experience distress over their inability to help. Addressing this requires multiple approaches: pet insurance that covers genuine costs rather than excluding most conditions, low-cost veterinary clinics and community programs, payment plans that spread costs over time, and regulatory support for veterinary para-professionals who can provide some services at lower cost. Animals do not choose their owners' financial circumstances, and their welfare should not be determined by it.
