The most welfare-positive legislative environments combine clear standards, adequate inspection resources, meaningful penalties, and transparent public reporting. The frontier of legislative expansion — fish welfare, invertebrate sentience recognition, wild animal welfare — represents the next generation of protection for populations currently outside any regulatory framework.
