The current evidence suggests that brief, single-session behavioral tests have limited validity — the stressful shelter environment dramatically alters dog behavior, creating false positives that result in welfare-positive dogs being euthanized. More accurate assessment requires longer observation periods, multiple contexts, trained observers, and recognition that shelter behavior predicts shelter behavior rather than home behavior. The most welfare-positive shelters combine comprehensive behavioral assessment with extensive post-adoption support, recognizing that behavior problems in new homes are normal and manageable rather than grounds for return.
