Dairy welfare reform is occurring at different speeds in different regions, driven by a combination of regulatory change, certification schemes, consumer preference, and producer investment. The ban on tail docking and the extension of mandatory calving analgesia requirements represent genuine regulatory progress. Lameness reduction programmes, robotic milking adoption, and extended grazing systems represent industry-driven improvements. However, the fundamental welfare challenges of dairy — early calf separation, repeated pregnancy cycles, and the metabolic demands of high milk production — remain largely unaddressed by mainstream reform. Consumer demand for dairy alternatives and for the highest welfare-certified dairy products provides the market pressure that makes continued reform both commercially necessary and achievable.
