Managing stray dog and cat populations humanely while reducing the welfare problems they experience requires community-level approaches combining TNR, vaccination and ownership support.
Stray animal welfare is a global welfare challenge where the animals themselves experience significant suffering alongside the public health and safety concerns they create for human communities. Culling programmes that address public concern without humanely managing population welfare are increasingly rejected in favour of TNR, vaccination and ownership support approaches. These approaches are more welfare-positive for individual animals and, when implemented at sufficient coverage, more effective at long-term population management. Community engagement is essential for both approaches — solutions imposed without community ownership rarely sustain.
