Global animal welfare legislation has progressed substantially over the past three decades, with increasing recognition that animal suffering is a legitimate public policy concern. Legislative advances range from battery cage bans to constitutional recognition of animal sentience. However, enforcement capacity, scope, and ambition vary enormously between jurisdictions. Advocacy for strong, enforceable welfare legislation remains one of the highest-leverage activities available to animal welfare advocates.
