The shift toward outcome-based welfare assessment represents a maturation of the field. If we care about how animals actually feel, we need to measure actual welfare states, not just the structural conditions intended to produce them. A farm with generous space allowances but no pain management, poor stockmanship, and inadequate feeding may have worse welfare outcomes than a more crowded farm with excellent veterinary care, skilled and attentive staff, and enrichment programs. Outcome-based metrics hold farms accountable to actual animal experiences rather than compliance with proxies for experience. The practical challenges — measurement standardization, audit reliability, data infrastructure — are real but solvable. The welfare science community is actively developing validated, practical outcome measures for major farm species.
