Refinement is simultaneously the most immediately available and most consistently underimplemented welfare improvement in laboratory animal research. Unlike replacement and reduction, refinement can be applied to any existing animal research without changing the experimental design — yet surveys consistently show inadequate analgesia use, insufficiently enriched housing, and procedures that could be made less invasive with modest investment. The scientific case for refinement is as strong as the ethical case: stressed, poorly-housed animals with inadequate pain management produce more variable, less reproducible data. Research institutions that invest in refinement improve both the welfare of their laboratory animals and the quality of their science. Institutional animal care and use committees (IACUCs) and their UK equivalent Animal Welfare and Ethical Review Boards (AWERBs) are the primary mechanisms for requiring and monitoring refinement implementation.
