Farm animal welfare reform is most effective when targeted at high-volume, high-impact interventions that change systemic conditions affecting billions of animals rather than addressing edge cases. The current decade presents opportunities to lock in welfare improvements from cage-free transitions already in progress, accelerate Better Chicken Commitment adoption, and establish aquatic animal welfare standards where none currently exist. The leverage point analysis suggests that aquatic animal welfare and broiler breed improvement have the highest potential impact given the number of animals involved and the magnitude of current welfare harm. Advocacy, certification, regulation, and consumer choice each play roles in different parts of this reform agenda, with the most effective approaches combining multiple levers simultaneously.
