The consequences extend to owners as well — surrendering a beloved animal due to financial inability to treat illness is traumatic. Solutions include expanding low-cost clinic infrastructure, pet insurance literacy campaigns in underserved communities, and payment plan options at private practices. Some municipalities have experimented with community cat and dog health programs that provide basic preventive care at reduced or no cost. Veterinary schools play an important role through subsidized teaching hospital services.
