Key evidence includes: fish have nociceptors that respond to damaging stimuli; they show protective responses (guarding, rubbing) following injury; they learn to avoid situations associated with pain; analgesics reverse pain-associated behaviors; and some show cognitive bias changes following injury consistent with negative emotional states. The lingering scientific uncertainty about whether fish experience pain consciously — in a philosophically meaningful sense — does not prevent the precautionary case for welfare consideration, particularly given the enormous numbers of fish involved in aquaculture and fisheries. The regulatory and policy gap between fish welfare science and actual legal protections remains vast in most jurisdictions.
