Welfare metrics provide the evidence base for welfare improvement. Without measurement, commitments remain rhetorical — with measurement, welfare deficits become visible and improvable. Outcome-based metrics (how lame are the cows, what proportion have hock burns) are more meaningful than input metrics (do they have access to a nest box) because they capture whether animals are actually benefiting from interventions. Transparency in reporting welfare metrics to consumers and certification bodies creates accountability. The challenge is that comprehensive welfare assessment is time-intensive and expensive — developing efficient, practical assessment tools that can be applied routinely at commercial scale is an important area of welfare science.
