The shift from resource-based to animal-based welfare indicators represents a maturation of welfare assessment science. A farm can have compliant stocking density and still have poor welfare if management quality is inadequate; conversely, a farm slightly above recommended density with excellent management may have better welfare outcomes. Animal-based indicators capture this management dimension. The practical challenge is that animal-based assessment requires trained assessors who can reliably score lameness, behavioral indicators, and lesion prevalence — skills requiring training investment. Digital tools including automated lameness detection and behavioral scoring are beginning to make animal-based monitoring more scalable.
