Water access is the most fundamental welfare provision in animal farming, and its failures are among the most acutely harmful welfare harms that occur. Dehydrated animals experience a form of suffering that escalates rapidly — a thirsty cow in hot weather, a poultry flock with blocked drinkers, sheep in transit without water access are experiencing acute distress that is entirely preventable with basic management attention. The welfare obligation is simple in principle: all animals must have continuous access to adequate quantities of clean, palatable water. Meeting this obligation in practice requires regular drinker inspection, maintenance protocols, and management training that treats water provision as the welfare priority it is.
