Livestock transport competency is one of the most direct welfare levers available, because competent, low-stress handlers working with appropriate equipment produce dramatically better welfare outcomes than untrained handlers using the same vehicles and animals. The skills involved — understanding animal flight zones, reading behavioral signals, designing movement systems that use animal behavior rather than fighting it — are learnable and teachable. Mandatory competency certification ensures that the humans responsible for livestock welfare during transport have demonstrated at least minimum understanding of how to achieve it. Countries without competency requirements are accepting preventable transport welfare failures as normal practice.
