Bycatch entanglement represents one of the most significant sources of acute suffering for wild cetaceans. Drowning in a gillnet — unable to reach the surface — causes physiological distress measurable in blood chemistry and behavioral indicators in survivors. Non-lethal entanglement in heavy rope causes wounds that become infected and, in severe cases, sever fins and tails over time as the rope tightens. The population-level welfare impact across hundreds of thousands of individuals annually is staggering. Pinger technology demonstrates that technical solutions exist and are effective. The barrier is monitoring compliance — without observer coverage, pinger use and bycatch rates cannot be verified. Stronger monitoring requirements, satellite tracking of fishing effort, and binding bycatch limits with enforcement are the policy tools needed to drive meaningful improvement.
