The scientific debate about fish pain has largely shifted from whether fish have nociceptors (they clearly do) to whether they have the neural architecture required for conscious pain experience. While this debate continues among scientists, the precautionary principle — and the weight of available evidence — increasingly supports treating fish as sentient animals capable of suffering. Behavioral evidence is particularly compelling: fish learn to avoid noxious stimuli, show morphine-responsive pain behaviors, and demonstrate affective state changes consistent with negative experience. Regulatory recognition has followed: the UK, Switzerland, and several other countries have extended welfare protections to fish. Pending resolution of remaining scientific questions, welfare-positive practices — stunning before slaughter, handling minimization, avoiding hook injuries — represent reasonable precautionary measures.
