Deploying welfare monitoring technology in low-income countries presents unique challenges but enormous opportunities. Mobile tools, low-cost sensors, and community-based monitoring can scale welfare improvements.
The vast majority of welfare improvement opportunity exists in developing nations where billions of animals live under conditions that would be illegal in high-income countries, yet where welfare awareness, regulatory capacity, and resources are limited. Technology presents an unusual opportunity to leapfrog the slow institutional development path: just as mobile banking bypassed brick-and-mortar banking infrastructure, mobile welfare tools can enable monitoring without requiring expensive trained inspectors. The welfare technology gap between rich and poor nations reflects a broader injustice in which the animals bearing the worst welfare outcomes are least visible to consumers and policymakers with the power to improve conditions.
