Not all welfare interventions are equally effective, and limited resources devoted to animal welfare advocacy, research, and policy can help more animals or fewer depending on how they are allocated. Welfare impact assessment provides the analytical tools to make these comparisons rigorously. The finding that fish welfare interventions may have exceptional impact per dollar spent — given the enormous scale of fish production and low current welfare standards — is the kind of insight that impact assessment can provide to redirect resources toward the highest welfare gains. This analytical approach does not replace moral motivation but gives it more effective direction.
