The welfare impact is significant: a lame cow experiencing chronic foot pain while required to stand on concrete for extended periods, competing for feed access against healthy pen-mates, represents a serious welfare failure. The evidence-based solution is well-established and not prohibitively expensive: routine locomotion scoring to identify cases early, prompt treatment with analgesics and hoof trimming, regular preventive trimming and footbathing, and housing design improvements that reduce standing time on hard surfaces. The gap between knowledge and practice reflects economic pressure, stockperson training deficits, and monitoring culture rather than absence of solutions. Welfare certification that requires lameness monitoring and action thresholds provides external accountability that drives implementation.
