The absence of routine pain management in fish aquaculture represents one of the clearest gaps between evidence and practice in animal welfare. We have anesthetics that work for fish, we have evidence that fish experience pain, and we have procedures that cause measurable stress and suffering. Yet pain management for fish during routine procedures remains exceptional rather than standard. The primary barriers are cost, regulatory complexity, and cultural assumptions about fish insensitivity that are contradicted by the evidence. Regulatory frameworks that require pain management for high-stress fish procedures would produce substantial welfare gains at modest cost.
