The evidence that fish experience stress responses to handling — including cortisol elevation, behavioral avoidance, and impaired immune function — is well established. Anesthesia substantially mitigates these responses during necessary procedures. The welfare case for routine anesthesia for fish handling is strong, yet implementation remains inconsistent. In many jurisdictions, fish are excluded from research animal welfare regulations that would mandate anesthesia for comparable procedures in mammals. The aquaculture industry uses anesthesia where it improves production efficiency (reducing handling-induced mortality and injury) but may not apply it consistently across all procedural contexts. Standardizing anesthesia protocols across research and production contexts would constitute a meaningful welfare improvement.
