The urban environment creates a welfare challenge because dogs evolved in environments with open space, natural sounds, and predictable social contexts — the opposite of dense city living. Dogs in cities face constant novel stimuli requiring constant evaluation and decision-making, which is mentally exhausting and can create chronic low-grade stress. Without adequate off-leash exercise, urban dogs accumulate physical and mental energy with no appropriate outlet. The reactive, easily-overstimulated urban dog is often a normal dog responding normally to an environment that exceeds its capacity. Welfare improvements focus on providing structured decompression — daily off-leash time in secure areas, exposure to natural environments on weekend trips, and training that builds confidence in urban settings.
