Microchipping is overwhelmingly welfare-positive at the population level, enabling reunification of millions of lost dogs that would otherwise face shelter stress or euthanasia. The implantation procedure causes momentary discomfort equivalent to a standard vaccination. Ethical concerns focus primarily on mandatory chipping enforcement disparities affecting low-income dog owners who cannot afford veterinary fees, and on data privacy of owner information in centralised databases. To maximise welfare benefit, microchipping schemes must be coupled with low-cost implantation access, robust universal scanning protocols, and maintained database accuracy. Chipping alone without these supports delivers less population-level benefit than the policy intent.
