Automated systems can monitor school behaviour, fin condition, and water quality simultaneously and continuously, detecting welfare-compromising changes before they become welfare emergencies. The challenge is translating monitoring data into management action: systems that alert operators to welfare problems must be paired with operational protocols that enable prompt response. Regulatory frameworks that require welfare monitoring create the market incentive for technology investment that voluntary adoption alone cannot drive.
