The outdoor access debate in cat welfare has no single correct answer because individual cats differ markedly in their outdoor motivation. Some cats are highly motivated to access outdoor environments and suffer genuinely in pure indoor confinement — behaviourally and physiologically. Others are anxiety-prone individuals for whom outdoor environments are stressful rather than enriching. The welfare-optimal approach assesses individual cat motivation and local risk profile rather than applying blanket policy. In areas with high traffic density, dense cat populations causing territorial stress, and disease exposure, managed outdoor access through catios or harness walks may offer better welfare than free-roaming. In rural areas with low traffic and high predation risk to wildlife, indoor management may be appropriate. Enriched indoor environments reduce the welfare gap for motivated cats that cannot safely access outdoors.
