Sea lice management is a defining welfare challenge in salmon aquaculture because the lice themselves cause significant ongoing welfare harm, while many treatment methods cause acute welfare harm during application. This creates a welfare dilemma: tolerating lice causes chronic welfare compromise; aggressive treatment causes acute welfare compromise. The welfare-optimal approach minimizes total welfare cost by using the least stressful effective control method. Laser-based delousing and biological control represent better welfare profiles than bath treatments when effective, but biological control raises the under-examined welfare issue of cleaner fish — wrasse and lumpfish used in enormous quantities but with minimal welfare protection. The systemic solution — closed containment eliminating lice entirely — remains economically prohibitive for most operators but deserves welfare-based policy support.
