The shift toward positive welfare indicators represents a fundamental evolution in animal welfare philosophy. The first generation of welfare science focused on preventing suffering — a necessary but insufficient goal. Animals who experience no acute pain or distress but are unable to play, explore, form social bonds, or experience anticipatory pleasure have impoverished lives that fail a richer welfare standard. Positive welfare indicators are more demanding because they require environments that enable behavioral expression and positive emotional states, not merely environments that prevent the most obvious harms. This higher standard is increasingly incorporated into progressive certification schemes and represents the direction of welfare science.
