The welfare burden of boat strikes on manatees extends far beyond individual mortality events. The population carries a load of chronic injury from healed and healing propeller wounds that affects swimming efficiency, feeding ability, and susceptibility to subsequent strikes. Manatees with severe spinal injuries from previous strikes may survive for years but with impaired mobility that compromises their ability to access warm water refugia in winter, exposing them to cold stress and cold stunning events. The preventability of these injuries through enforced speed zones creates a clear ethical obligation to support and comply with protective regulations. Individual manatees treated and rehabilitated by the Sea to Shore Alliance and Florida Fish and Wildlife Commission demonstrate the welfare benefit of rescue intervention.
