Global animal welfare progress is real but insufficient relative to the scale of harm. Legislative change — battery cage bans, gestation crate restrictions, farmed fish welfare regulations — has improved conditions for hundreds of millions of animals. Corporate commitments driven by campaign pressure have accelerated progress beyond what regulation alone would produce. Animal welfare science has delivered validated assessment tools, behavior understanding, and evidence-based housing standards that provide a knowledge base for continued improvement. Against this progress, the global intensification of aquaculture produces hundreds of billions of fish annually under conditions with minimal welfare consideration. Wild animal suffering at population scale dwarfs farmed animal numbers. The trajectory is positive, but the pace of change must accelerate substantially to meaningfully reduce total animal suffering within relevant timeframes.
